The $22 billion came from a projected $17 billion and "possible" $22 billion based on poor April tax returns (more refunds, less payments). Everyone has pretty much agreed that it will be "at least" $20 billion and "as high as" $22 billion. We'll just have to wait and see!

My guess is that by the time it's all done it will be closer to $30 billion.
