Davis's minority problem isn't black, it's Hispanic. And you can bet that those "taken advantage of" remarks were heard with great eagerness by Azatlan's adherents. The good news is that illegal or otherwise, they vote; the bad news is that Davis is setting himself and his taxpayers up for some heavy, heavy dues.

Actually, you only need about 26% of Californians to win the election. 50%+1 of the voters, as half of Californians generally don't vote.
