Blacks might vote for Simon in higher numbers because of the immigration problem. Hispanics (legals) might vote for Simon because he's a staunch Catholic. Davis is pandering to Blacks to try and win their vote back because he will not be able to get this reparations through and it will be held up in court. (Hopefully).
