Sacramento -- The last question unhinged Elias Cortez. When legislative investigators asked the embattled state technology chief about the possibility of resigning, Cortez broke down and sobbed, even as he left the room.

Cortez made highly questionable decisions in pushing a $95 million software contract with Oracle Corp. that state auditors believe could cost taxpayers an unnecessary $41 million for software that few state agencies want.

I don't see how Gray Davis can get out of this without being badly soiled. If his aides knew about the contract, he SURELY knew about it -- and he is lying. If he really didn't know about $100 MILLION contract that his aides knew about, who the hell is running the state of California? Might explain why we went from billions of surplus to billions of debt!
