Sure. As a business manager, whenever I want to obtain the lowest cost, I always structure my contracts so as to purchase the smallest quantity popssible at the shortest notice. Could Davis (et.al) REALLY BE THIS F*ING STUPID!!!

My guess is that they simply went for the best deal FOR THEMSELVES (sound familiar?), and really never thought that things would get so out of hand that their duplicity would become noticed. They are swimming in it now! It remains to be seen how many functioning neurons remain in Califiornia. We'll find out in November.
