What was the Carter recommendation in the seventies when his idiotic leftists policies brought about the home heating oil "shortage": Just wear a sweater, and get used to having less.

I was still living in Kali in early 2001 when rolling blackouts were dumping power in my neighborhood for 2 1/2 hours at a stretch. The apartment where I was "camping" (a sleeping bad on an air mattress) was well over 100 degrees inside and no electricty to run a fan. I'm not advocating the wet bedsheet as standard daily practice.

My "fix" during those blackouts was to stay late at the office and go to dinner at an all night diner in an unaffected area. By 1 AM, the power was back on and the outside temperature was in the high 60s. 20 minutes with the box fan on "high" was enough to blow all the hot, stagnant air from the tiny apartment.
