It would seem so, but the democRAT legislature is an accessory to Davis's crimes. They gave him "emergency powers" - which they haven't revoked - so they must think he's doing a fine job as a dictator.
Also, voters can recall public officials in California like they did with Rose Bird. But with the election so close, that would be impractical - all they have to do is vote the culprit out. Frankly, I'll be surprised if that happens.
