My take on this is entirely different.

I think the airport should have build the dang runways. Period.

And I think the Salt Ponds should have been bought by some do-gooder foundation that likes making swamp land for birds, or whatever they want.

The fact that the salt company SOLD the ponds to California taxpayers who will have to pay hundreds of millions of dollars to turn them into swamp is the crime here.

Don't forget the cost of repaying the bonds for this purchase that the gullible voters get snookered into by the promise of "clean water and clean air".
