You gotta love it. They're blaming the dot.com bust. Quite silly when you recall that most of the boom and bust occurred in less than a two-year period. Which means that, as usual, Sacramento was increasing spending at a huge rate based on a fantasy that things would boom forever. Stupid.

Of course, Witcover being liberal would never point out that reductions in both future spending plans and actual current spending would wipe out most of this "dark hole".

Mr. Simon says Mr. Davis needs to come up with more cuts in what he calls bloated state government, but begs off giving specifics on grounds he lacks the staff Mr. Davis has to perform the surgery.

Weasel words. Simon had better do better than that. We all know where the bulk of the extra money went: class size reduction.

This is the best part:

Mr. Davis blames Republican state legislators for not responding to earlier warnings about the deficit, noting they have failed to offer an alternative balanced budget, which is required by state law.
So, the Republicans, whose delegation could now meet in a phone booth, are responsible. I almost wish there were NO Republicans in the legislature, just to see who he'd try to finger then. This guy can't be gone fast enough.

That Davis still technically leads Simon in the polls shows just how thoroughly the Socialist elements have succeded in their plan to undermine that once great state. Abortion-loving women voters, 30 years of public school mind-control and rampant voter fraud with illegals, "homeless" and elderly have raised the bar so high that Davis would have to be convicted of murder to be soundly defeated, and even then it would be close.

Through all this, Mr. Davis professes confidence that, as in the electricity crisis, he will not only survive but be re-elected comfortably in the fall. But he is already running critical television ads against Mr. Simon, heralding another of the most expensive and negative statewide campaigns for which California is already famous, or infamous.

What is truly sad about this statement is that in all likelihood it is the truth.

"From $2.6 billion in revenue from capital gains and stock option revenue to the state in 1995, the figure soared to $17.6 billion in 2000, then plunged to $8.2 billion last year and $7.2 billion for 2002. The slide is expected to leave California with a budget shortfall of $19.2 billion."

In the Globe's haste to provide "cover" for Davis' spending orgy, they forgot to check their math. The MAXIMUM that stock option tax revenue ever provided California in one year was only $17.6 Billion, yet they blame the loss of that income (well, $10 Billion in lower tax payments this year, as they still project stock option taxes to bring in $7.2 Billion this year) for a budget shortfall of $19.2 Billion. Even if they had ZERO stock option tax revenues this year, it wouldn't explain the full $19.2 Billion revenue shortfall.

Worse (for the Globe's integrity and professional reputation), the actual California budget shortfall is predicted by Democrats (who are low balling the figure) to exceed $23 Billion this year, not $19.2 Billion, and a $10 Billion reduction in stock option taxes explains neither figure.

But the poor Lefties at the Globe and over at DU will never catch such math errors. They aren't politically correct math problems, after all...
