California: Welfare checks not at risk, controller's office says

The state will not hold back money for Orange County's 50,000 welfare recipients, the state's chief check writer said Friday - one day after Davis administration officials said they could not legally write the checks without a state budget.

"I'm glad it's all been resolved - at least for this month," said Larry Leaman, Orange County's social services director. The county was prepared to keep $5.7 million in programs afloat out of its own pocket.

Critics said the last-minute warning to counties that they would not get $245 million for welfare recipients was a political ploy to get the Legislature - particularly Republicans - to move more quickly toward passing a state budget.

So typically a Davis management move, its seems to be the best that he can do!

Whatever happened to the welfare reform bill that Clinton signed? Wasn't it supposed to limit them to 2 years of "benefits" and shouldn't some of them be coming off welfare by now?

It was 5 years cumulative for your lifetime (i.e. go on it for a year, go off for 2 years, go back on for another year, etc. until you hit 5 total. Then you're done.) And it allowed a state to exempt around 20%(I think) of its recipients, so they could be on it permanently. Many people are at the end of their alloted 5 years and I've been seeing some of the handwringing articles appear.

I don't see how Davis can keep this ball in the air until the election.

Raise taxes or cut spending and gore your own ox.

We can only hope that enuff of the GOP assembly demands one or the other.......preferably both:)

Why don't we hear more out of Simon on these budget woes? Could it be he's covering for the RINOs seeking re-election?

Since we control NO body of govt in Calif I say he/we have nothing to lose.....load both barrels with heavy hunting loads.
