Davis retains crisis authority

Californians endured their first round of major rolling blackouts on Jan. 17, 2001. That same day, Gov. Gray Davis declared a statewide emergency.

It's been more than a year since the last rolling blackouts swept through California, but the state of emergency still is in effect, as are an extraordinary range of governor's emergency powers that come with it.

Well, that is interesting!

Don't I interpret this as saying that the processes of Democracy are simply inefficient and a fascists structure is simply much more efficient at making the trains run on time?
I thought the Democratic Party was all about the people having a big say in running their government! /sarcasm

With the uber-incompetent Davis at the helm, another emergency could erupt at any time. A state-run lavatory might run out of toilet paper and a terrified Davis would have to put California in charge of buying rolls of Charmin for all state residents. He needs those powers to keep us all safe.

Why should Davis rely on democracy and our laws if he has a dictatorship available to him?
