You don't have to possess a "gun permit" to own a firearm in California. You simply have to present a CA driver's license to show residency, show that you have passed the safety test if you are purchasing a handgun and pass the NIC background check. You pay for your firearm and wait 10 days to pick it up. If the guy had a clean record, there would not have been any problem making the purchase.

When you purchase a firearm, there is a federal form 4473 with a bunch of questions that you answer truthfully under penalty of perjury. I think one of them concerns U.S. citizenship.

I think the reporter who claimed he had a "California gun permit" is full of S**T. There is no such thing.
