Your right, but when you have civil servents that are appointed by the previous administration you can't just fire them. Sometimes they do things that are intentionally damaging to the administration.

It is about time Republicans stop blaming everything on CLinton. The clowns who did this in the IRS may very well be Clinton appointees, but why did Bush let them stay there?
