Where has it been tried without price controls?

California had and still has price controls on electricity. Combine price controls with a dearth of new electricity generation construction-permits (California went 20+ years without any new power plants) and it shouldn't surprise people to see the system go nuts.

That's just it. It won't work without price controls...And isn't "price controls" a "regulation"?

California had republican governors for 16 consecutive yrs before Davis. Wilson, the 2 term (8yrs) Republican Governor who signed the "deregulation" bill didn't see any need in building any either I guess.
