California: State budget stalemate: Day 24

State Controller Kathleen Connell held a news conference to discuss who will get paid during the budget impasse -- and who won't.

Gov. Gray Davis, legislators, other constitutional officers, Board of Equalization members, legislative staffers and 376 appointed executive officers won't receive paychecks during the stalemate, she said.

What happened to the lawsuit the Howard Jarvis Taxpayers Association won, which required the state to restrict spending, such as paying above minimum wage, after July 1st until a budget passed?

Sacramento -- An appeals court on Wednesday severely restricted the state's ability to spend money -- including financing for schools -- if the governor has not signed a new budget by the July 1 deadline. I saw Davis on television claim that this "Republican" stalemate will cost the lives of patients who need state funded treatment. He said he delivered HIS budget, its up to them to approve (rubber stamp) or create an alternative. He won't participate in developing an alternative budget. Little runt!
