That appeared to be the rule when Assemblyman George Runner, R-Lancaster, was blocked last week from a Gray Davis event in which Runner's own legislation was praised.
In light of the recent kidnapping and death of 5-year-old Samantha Runnion in Southern California, Gov. Davis promoted his request for a statewide alert system informing the public when a child is believed to be abducted.
