Well, Dude, my point is still the same, if the emergency infrastructure is incapable of handling an emergency with 96 hours notice, what makes anyone think that it can handle an unplanned terrorist attack? Do you think the streets of LA, DC, Detroit, etc. would be any different than NOLA if an attack took out major infrastrucure? And again, the second point is that we pay a hefty price tag for "homeland security" and it makes no difference.

Its about outcomes not intent.

You missed the point. The failure was the state's and the city's, not Homeland Security. I suspect if DHS had know that NOLA would totally fail in its responsibility they would have reacted a lot quicker.
