Thanks...I have always been a "how does it work" person. My brain is full of irrelevant details--not much room left for the important stuff, LOL!
It would be Stephen Hadley, Condi's replacement, who would take a call meant for the President, on a foreign national security matter, any hour of the day or night. Then he would take it from there. I can't think of anyone other than Andy Card before, and now Josh Bolton, who would be called first about a domestic crisis. They try not to wake the President if they feel it isn't necessary, because they know he needs sleep in order to function. He is an early riser anyway, so let him sleep 2 or 3 more hours is their attitude, unless it really is something he has to know right that minute.
