Republicans are Wimps.. As long as Mr. Libby is in jail I will hate this Republican administration for not charging Sandy Burgler and putting him behind bars. It could have been justly done except that the Clinton's are running Washington.

The Dems still run the bureacracy.

President Bush’s cabinet nominations weren’t finally confirmed until just before the 2004 election (I think the FDA head was the last to be confrimed).

That means the heads of the departments would’ve been Dem holdovers.
