I really don't have a problem with him attempting to keep the previously identified criminals out of the public emergency shelters.

How many people do you know, or even have read about who have warrants for unpaid parking tickets?
I don't know of any in my neck of the woods. But we do have a lot of drug dealers, wife beaters, etc. with warrants.
