An insurance agent claims he should qualify as a minority business owner, because a DNA test shows he’s 4 percent African — enough, he believes, to make him “a certified black man.”
Ralph Taylor knows on the outside he looks like an average white guy, but he is trying using the results from his AncestryByDNA test to bolster his business in Lynnwood, Washington.
“I’ve always known that I’m multiracial,” the 55-year-old declared to the Washington Post.
The 2010 test showed that he’s 90 percent European, 6 percent indigenous American and 4 percent sub-Saharan African.
This gizmo can turbocharge the DNA-identification process “I’m a certified black man. I’m certified black in all 50 states,” he said. “But the federal government doesn’t recognize me.”

His case — which poses the complex question of how race is defined — is pending before the 9th Circuit US Court of Appeals.
In 2013, Taylor used his DNA results to try to get his business certified with Washington’s Office of Minority & Women’s Business Enterprises — but officials there said he wasn’t a “visibly identifiable” minority, the Seattle Times reported.
He was officially denied the federal certification in June 2014.

Ok, so I’ve done a ton of subcontracting on government jobs and they always have you fill out the minority content paperwork to see that you hire enough of them. I have asked several of the city people I work for that if I identify as a black woman would it work? They can’t give me a reason why it wouldn’t.
Not once have they asked for a DNA test or anything to prove it. I am pretty much retired now but hopefully someone tries it to get a lawsuit started if they get rejected.

There are really huge advantages to be had in government and large corporate bidding if one is a minority/female candidate.
I know a man who transferred part of his company to his wife so they could claim female ownership in their work for a large multinational branded company - a typical, annoyingly PC consumer goods firm everyone would recognize. It certainly wasn’t the only criteria, but it helped seal the deal on significant orders.

If African American is defined as having Black slave ancestors, this guy is more African American than Obama every could be. Obama’s Muslim ancestors enslaved Blacks, never slaves.

This is not like some Indian tribes that set thresholds to qualify as a member. As far as I recall this is an either or and there is no percentage requirement. All of my step siblings qualify as Native American because my stepmom has Native American relatives, even if somewhat distant. What’s the government’s problem here? They let white Cubans and white Mexicans qualify and they have only the location of origin to claim.
