The ironic thing about this guy who took the fall is that he had a helmet in his left hand. Perhaps he should have put it on if he was going to get into the face of a young, agitated, and likely nervous cop.

The lawful command of the police to clear the area of a riot seems like a reasonable request to this citizen, after the fact, at some distance. The 'victim' did not have to make his point right there, right then. Not choosing to avoid conflict seems like a provocative action.
