A PIT or TVI is a highly dangerous maneuver for both participants but is also highly effective when other techniques fail.
110 mph on the surface is deserving of TVI.

I see no mention of race in the excerpt, but since they were described merely as "teens", I'm assuming they are of african ancestry.
