A career Army officer I knew had been a junior cross-country ski competitor of note from Poland and was assigned to Fort Carson as a ski instructor.
Turns out to be a new unit for ski mountaineering, he said he was unprepared for it and fortunate that no one was killed. OJT!
By the third or fourth class, he felt competent in the position.
Reminds me of the Norwegian team they put together in WWII to sabotage (Operation Gunnerside), the Vemork hydroelectric power plant in Norway, where the Nazis were producing heavy water. Back in 2003, I watched a 3 part BBC documentary series titled "The Real Heroes of Telemark," which had both Norwegian and Britiish specially trained military team reenact the WWII mission of the Grouse-Gunnerside commando raid.
Also, the 10th Mountain Division stationed at Fort Drum, New York, which is a couple of hours north from where I live, was specifically organized to deal with operations in mountainous regions. I know they had to learn how to ski. In fact, in WWII, this article says:
"Their training at Camp Hale, near Pando, Colo., included skiing, snowshoeing and rock climbing. They also learned cold-weather survival tactics, such as keeping warm by building snow caves."
Who cares about France sending or not sending troops to any place? Its their decision to make if they want to help their allies.
In the mean time, the Kremlin elite mafiosos have butchered about half a million (!) Russian sons and daughters on the killing fields of Ukraine - in only two years!
It makes the Vietnam War look like a vacation camp in direct comparison.
That is the price the Kremlinists are ready make the Russian people pay in order to steal Ukraine’s massive natural resources and land.
It has happened since ancient times, and not only in Europe and the the US.

Very few,if any, northeastern guys, or a particular ethnic group.

If the Telegraph article is accurate you have a situation in Russia where military service is honored, and almost required for a political career. That speaks well of the position of the military in Russian society.
And you also have a system where even the children of the elite go into the Army, albeit in a cush assignment. Sort of like George W. Bush doing National Guard air-force during the Vietnam era.
In America the children of the elite don't even think about going into the Army. We are on generation 2 of the all-volunteer force. Most of the Congress have no military experience.
So, while it's obviously unfair to have this situation in Russia, when I compare it to our system, I think it's probably better. The military is more integrated into society, and everyone has to be part of it for a while.
In Ukraine the rich got out early, and are not going back. The Ukrainians are using press gangs to fill their ranks, which is bad if you are press ganged.
In Russia everyone is supposed to do one year of military service. The bulk of the Russian military are people who sign contracts to stay on at the end of the mandatory service. (As I understand it, having done some research on this topic previously. But I'm not a Russian speaker, so don't have first-hand experience on this topic.)
