Couple that with a sudden disinterest in arsenic in the water, and it indicates that future actions on food and water supply security will make the arsenic issue moot anyway.

I bet this doc was unclassified today so that it could be "legally" disclosed/distributed to all the State/Local Police/Fire/Rescue and Health Departments. across the nation.
