Much of the material we'd be sifting through should the files be opened after Saddam is gone will probably reveal greater SinoRussian cooperation w/ Iraq than we were supposed to know about. I'm willing to absolve the Russians if they really didn't know about specific efforts by the Iraqis to target the U.S., but this is one issue (like NMD and unlike the Balkans) where we don't really need to listen to what the Russians think.
