What makes it disappointing is that Bush didn't have to give him a promotion given his history but he did.

I don't think the White House is operating on 'our principles'. I see 'control of the people' coming to the top of the list. Federal government is enlarging its authorities with great fervour as the states lay back calmly asleep.
