I just reveived this e.mail alert: This is a message from Contra Costa Health Services. There is an emergency at UDS Golden Eagle Refinery. Residents in Clyde and North Concord are advised to shelter in place. Go inside, close all windows and doors, turn off all heaters, air conditioners and fans. If not using the fireplace, close fireplace dampers and vents and cover cracks around doors and windows with tape or damp towels. Media news networks will continue to carry updated emergency information. Stay off the telephone unless you have a life threatening emergency ABNNNN

(I don't know the nature or scale of emergency, the Golden Eagle Refinery is near Martinez, Calif)

This is breaking, so, if someone can find a wire report and confirm.

No, not local to me, so, I have no way to confirm. I was notified on an e.mail list I am on. (I am on the HazMat team where I work in Arizona). I though I would post incase some viewers were in the area.

According to SFGate.com, this is an SO2 and SO3 gas release, and is considered very hazardous. Apparently some kind of accident. Event started around 2pm.

Is this the same plant in CA that always has problems? I remember other posting on FR about some plant in CA that always has these "emergeny's"...anyway if it says most people won't be affected it's most likely something minor

Doesn't this happen there every few months? I remember at least one posted here since 9/11. Accidents and releases are a fact-of-life around refineries.

There was a fire at the same refinery in February, 1999 when it was owned by Tosco. Four killed/One injured.

No, this isn't the one that has the MOST problems - at least since Tocso sold it to Shamrock. The one with the MOST problems is the refinery in almost downtown Martinez which was owned by Shell Oil and recently sold to another group.

SFgate.com:

"Martinez -- A spokesman for Contra Costa County Health Services said today's sulfur gas release at the Ultramar Diamond Shamrock Refinery is a level three, the highest priority, and people in North Concord and Clyde should seal their homes to the vapor.

Spokesman Jim Hattum said the chemical, SO2 and SO3, is a sulfur compound that forms an acid vapor when it contacts the air.

He said people could experience breathing problems if they do not close their windows and doors and shut off all heaters, fans and air conditioners. If residents are not using their fireplaces, he said they should close the flues.

The acid plant at the Tosco refinery has been shut down following the release, which happened at about 2 p.m.

Hattum said the release is not visible from the air. "

I am a few miles downwind- haven't heard or smelled anything. It probably doesn't hurt that it's raining on and off right now.

Contra Costa County. That is were the middle schoolers are required to take Islam classes at Bryon Union School District. And it is just across the bay from Marin County.

UDS hits snag restarting refinery unit - traders

HOUSTON, Dec 26 (Reuters) - Ultramar Diamond Shamrock Corp. (UDS) (NYSE:UDS - news) ran into problems while trying to restart the fluid catalytic cracker (FCC) at its Golden Eagle refinery near San Francisco last Friday following scheduled maintenance work, West Coast oil products traders said on Wednesday.

The catalytic cracker and an alkylation unit had to be closed down, contributing to a rise in wholesale gasoline prices in the San Francisco Bay area, dealers said. A fresh attempt to restart the FCC is expected soon, they added.

UDS announced on Nov. 7 that it had shut down the FCC at the 170,000 barrel-per-day Golden Eagle refinery for scheduled maintenance work and that this would be followed by maintenance work on the hydrocracker at the same refinery.

Wholesale CARB gasoline prices in San Francisco rose by some 4.5 cents to 68/70 cents per gallon on Wednesday, traders said.

UDS is being acquired by Valero Energy Corp. (NYSE:VLO - news) in a deal set to close on Dec. 31.
