"Martinez -- A spokesman for Contra Costa County Health Services said today's sulfur gas release at the Ultramar Diamond Shamrock Refinery is a level three, the highest priority, and people in North Concord and Clyde should seal their homes to the vapor.
Spokesman Jim Hattum said the chemical, SO2 and SO3, is a sulfur compound that forms an acid vapor when it contacts the air.
He said people could experience breathing problems if they do not close their windows and doors and shut off all heaters, fans and air conditioners. If residents are not using their fireplaces, he said they should close the flues.
The acid plant at the Tosco refinery has been shut down following the release, which happened at about 2 p.m.
Hattum said the release is not visible from the air. "

HOUSTON, Dec 26 (Reuters) - Ultramar Diamond Shamrock Corp. (UDS) (NYSE:UDS - news) ran into problems while trying to restart the fluid catalytic cracker (FCC) at its Golden Eagle refinery near San Francisco last Friday following scheduled maintenance work, West Coast oil products traders said on Wednesday.
The catalytic cracker and an alkylation unit had to be closed down, contributing to a rise in wholesale gasoline prices in the San Francisco Bay area, dealers said. A fresh attempt to restart the FCC is expected soon, they added.
UDS announced on Nov. 7 that it had shut down the FCC at the 170,000 barrel-per-day Golden Eagle refinery for scheduled maintenance work and that this would be followed by maintenance work on the hydrocracker at the same refinery.
Wholesale CARB gasoline prices in San Francisco rose by some 4.5 cents to 68/70 cents per gallon on Wednesday, traders said.
UDS is being acquired by Valero Energy Corp. (NYSE:VLO - news) in a deal set to close on Dec. 31.
