March 21, 2002 -- WASHINGTON - Hillary Rodham Clinton was spotted by two construction workers and a White House witness carrying a box of old rolled-up papers just a month before her missing billing papers mysteriously turned up, the final Whitewater report revealed yesterday.

Federal prosecutors said they could have made a case in court that "Mrs. Clinton had the billing records" and thus obstructed justice, but concluded "the evidence was insufficient to satisfy a jury beyond a reasonable doubt."

Since this was never presentd to a jury we'll never know for sure.

The workers saw her carrying documents. On cross-examination, they would be forced to admit that they had no idea what those documents were.

If that doesn't fit a description of "reasonable doubt" in your mind, please do not ever sit on a jury.
