Very art deco. You can see things like this in any FDR-era post-office or public works project.

A bit Darth Vaderish, too. Sci-fi seems to have taken over art deco.

The eagle was always a symbol of imperial power going back beyond Hitler and Roosevelt and even the establishment of the United States. It was, even more than the lion, a symbol of Europe's empires and monarchies. I think this was even true as far back as ancient Rome.

Maybe this was one reason why Benjamin Franklin is said to have wanted wanted the turkey for our national symbol.

I'm pretty sure you can see eagles like that at Hoover Dam as well.
