No. The First Amendment says: CONGRESS SHALL MAKE NO LAW... ABRIDGING THE FREEDOM OF SPEECH...
And, it seems to me, that to whittle away at Political Speech is an assault on the very essence of that amendment.
This may be splitting hairs, but it seems like your beef would be with the congress and the supreme court. Bush is just the middle man.
