They say that the operation itself will not target Arafat, nor will it try to topple the Palestinian Authority, but rather to go after top leaders of the various terror orgainizations. If you're not gonna cut the snakes head off, don't bother poking it with a stick.
The PA is the head of the terror activities. Anything that leaves the head in place leaves the terror in place.
