We are on the same side. The "official gun licenses and gun purchase approvals" stuff was just a direct quote from the article. As you might have noticed later in my post, I'm not a big fan of registration or other government controls of any type. In fact, I'm rather PO'd that I have to get a permit to carry in Texas (of all places) and have severe constraints on where I may "legally" carry, whereas a good friend of mine in New Hampshire has far more use of his Second Amendment rights than I do.

Perhaps this explains it:

Ratification of the Constitution by the State of New Hampshire June 21, 1788.

The Convention do therefore recommend that the following alterations & provisions be introduced into the said Constitution....

Twelfth, Congress shall never disarm any Citizen unless such as are or have been in Actual Rebellion. —

Adoption of that language would certainly have shortcircuited a lot of the bickering over the meaning of the Second Amendment. ;-)
