I would suggest that we keep in mind the difference between Iraqi state support for terrorist proxies, and the support that is coming from individuals in Saudi and Qatar.

Yes, but this is apparently being done openly by so-called "charities" in Saudi Arabia and Qatar, and the governments there seem to be doing nothing to stop them. That means that these charities are terrorist organizations (since they're supporting terrorism financially), and that means that the governments of these countries are harboring terrorist organizations. U.S. policy says that harboring terrorists will be treated in the same way as supporting terrorism itself. (By the way, this example illustrates why the exemption we've given to Arafat is bad policy.)

Those charities have raised money here, too, and our government hasn't stopped it -- that doesn't make it culpable for 9/11. The Saudi government may not be our cup of tea, but I'm personally doubtful that the regime there is particularly enthusiastic about Islamic fundamentalist terrorism. They face a difficult situation, internally, as does Pakistan's president, who I also suspect doesn't give a hoot for radical Islam. I'm not claiming to any great expertise on the internal machinations in those countries, but I think it's foolish to lump them all together as equally evil. Saddam is in a league by himself, though.
