I was told several weeks ago that the Homeschooling bill would be DOA but have yet to hear if that is what actually happened. On the Children's Rights Bill, this is the first I have heard of this. I just happened to find it at HSLDA's website.

Here's the text of the bill. Portions of which are designed to sound innocuous but which could, in effect, pit child against parent.

AN ACT

AMENDING TITLE 8, CHAPTER 5, ARTICLE 1, ARIZONA REVISED STATUTES, BY ADDING SECTION 8-525; RELATING TO CHILDREN.

I'm from NC, but have followed the UN's pushing of this agenda for quite some time. (TEXT OF BILL BEGINS ON NEXT PAGE)

Be it enacted by the Legislature of the State of Arizona:

Section 1. Title 8, chapter 5, article 1, Arizona Revised Statutes, is amended by adding section 8-525, to read:

8-525. Rights of children

EACH CHILD HAS THE RIGHT TO:

1. LIVE IN A SAFE, HEALTHY AND COMFORTABLE HOME WHERE THE CHILD IS TREATED WITH RESPECT.

2. BE FREE FROM PHYSICAL, SEXUAL OR MENTAL ABUSE.

3. RECEIVE ADEQUATE AND HEALTHY FOOD, ADEQUATE CLOTHING AND REASONABLE SHELTER ACCOMMODATIONS.

4. RECEIVE APPROPRIATE MEDICAL, DENTAL AND MENTAL HEALTH CARE.

5. BE FREE FROM THE ADMINISTRATION OF MEDICATION OR CHEMICAL SUBSTANCES UNLESS AUTHORIZED BY A LICENSED MEDICAL PRACTITIONER.

6. CONTACT SOCIAL WORKERS, ATTORNEYS, PROVIDERS, ADVOCATES AND PROBATION OFFICERS AS NECESSARY.

7. CONTACT AND VISIT FAMILY MEMBERS AS NECESSARY, INCLUDING SIBLINGS AND OTHER RELATIVES AND UNLESS PROHIBITED BY COURT ORDER.

8. NOT BE LOCKED IN ANY ROOM, BUILDING OR FACILITY WITHOUT CLINICAL OR LEGAL AUTHORIZATION.

9. A FREE, APPROPRIATE AND EQUAL PUBLIC EDUCATION, TO ATTEND SCHOOL AND PARTICIPATE IN EXTRACURRICULAR, CULTURAL AND NEIGHBORHOOD ACTIVITIES.

10. HUMANE AND DIGNIFIED TREATMENT WITH FULL RESPECT FOR THE CHILD'S PERSONAL DIGNITY AND APPROPRIATE RIGHT TO PRIVACY.

11. PARTICIPATE IN DECISIONS AFFECTING THE CHILD'S LIFE.

12. KINSHIP AND IDENTITY AND TO KNOW THE CHILD'S HISTORY AND HERITAGE.

Scary stuff. It is written to sound good in order to make any criticism difficult but the implications are dangerous.

I've spoken to at least one of the committee chairmen who will have to approve the Home School testing bill. I've been assured that the bill will never make it out of her committee and she has assurances that it wouldn't make it out of the other committees too.

I don't know that status of the other bill that would codify the socialistic UN rights of the child into Arizona law - I guess I need to do some checking to make sure that one is dead too.

There was one good bill - HB2168 - which would have required, to only a small extent, CPS to actually follow the law. HB2168 was to make them report actual, criminal child abuse to law enforcement within 24 hours instead of holding it over the parents heads, etc. The infamous and very idiotic "strike everything" monster consumed this beneficial bill and turned it into something about sentencing committees.

You have to daily check the Arizona legislature website to see if a bill you're supporting or opposing has been hit with the "strike everything" and morphed into something completely different. More than once, I've embarassed myself by contacting my representatives asking for their support on a bill that had already been changed. I absolutely HATE the "strike everything" crap that Arizona routinely pulls. It disenfranchises and frustrates the citizens because they never know what bill to support or not. And politicians wonder why they are so hated by the general public...

The last activity on HB2440 was on 1/30/02, that is a good indication that it is dead, but it bears watching.
