Yes, the Miami Gonzalez' were 'negotiating', but as I said, I question whether or not it was in good faith. That entire negotiation, you recall, was started at the request of a prominent Miamian who understood, apparently much more so that the Gonzalez', that things were going comeg to an end very soon.
Lazaro allowed his handlers to convince him that he had a leg to stand on, and I think he was very ill-served by them. He lawyered up 2 days after Elian was found at sea, and turned the whole mess into a sideshow.
