Speaking from experience, it takes quite awhile for local troop leaders to realize that the national Girl Scouts are not the same as what they remember from their own girlhood. It wasn't until my daughter was nearly out of scouts before I realized what was going on at the national level.
Good reads, I just don't know, honestly am uneducated about the national levels and that is why I go back to post one of our exchange and state support your "local" known groups and let the others die on the vine per se.
I'd suspect a lot of the woes you see locally are related to your states history of PC/BS support for such alledged modern concepts of the two mommies or two daddies theory being OK. (Bleech)
