I'd say that this is the best move any free, democratic society could make in the 21st century.

An Israeli army spokesmen said he was not aware of any incident but would check the report. He said Israeli soldiers were instructed not to fire at the church even if shots came from inside.

How does this translate into the IDF admitting that they hit the "civilian?"

Has it occurred to you that those holed up in this church are armed militants holding hostages and opening fire on those outside. They should be arrested and charged for war crimes.
