Though I too disagree with this decision (in fact I disagree with the whole idea of a negotiated truce with the terrorist PLO), it would have made no logical sense for Bush to send his Secretary of State to the Middle East to negotiate a settlement, only to throw one of the sides out of the country right in the middle of it all.
If you are going Bush's route to placate terrorists by giving them their own country, i.e. attempting the impossible, then this makes sense. Again, I don't like it either.

Let me see if I got this right. By Bush's criteria, if the North Koreans nuke LA and SF (not a bad idea actually), but are still engaged in peace talks, then they are not terrorists.
