President Bush, in the "national interest", has just waived provisions of the 1987 anti terrorism bill which prohibit funding of terrorist organizations. Funding of the PLO to continue "in the national interest".

U.S. ties future Palestinian aid to terror fight  
    WASHINGTON, April 16 (Reuters) - The Bush administration 
announced on Tuesday it would tie future aid to the 
Palestinians to their success in fighting terrorism. 
    In a memorandum signed by President George W. Bush, the 
administration agreed to let the Palestine Liberation 
Organization maintain offices in Washington, and authorized 
humanitarian and trade assistance for the Palestinian people 
for the next six months. 
    But the administration said future U.S. aid would be 
contingent on the PLO cracking down on terrorism as Bush has 
demanded. "We will be watching Palestinian compliance very 
closely," an official said. 
    Under U.S. law, aid for the Palestinians must be renewed 
every six months. 
    The announcement comes as Secretary of State Colin Powell 
is in the Middle East trying to negotiate a cease-fire between 
the Israelis and Palestinians to end 18 months of violence that 
has killed at least 1,274 Palestinians and 452 Israelis.

President Bush put new anti-terrorism conditions Tuesday on a routine memorandum permitting the Palestine Liberation Organization to maintain an official presence in Washington and allowing U.S. aid to the Palestinian people to continue.

White House spokesman Sean McCormack said the president determined -- as he must do, by law, every six months -- that it is in the United States' "national security interest" to continue relations with the PLO. The routine waiver of a 1987 anti-terrorism law essentially certifies that the PLO is not a terrorist organization.

But this time, the document notifying Congress of the decision includes new language adding a factor to the president's ongoing determinations about relations with Palestinian authorities: compliance with Bush's April 4 demands for an immediate cease-fire, immediate resumption of security cooperation with Israel against terrorism and an immediate order to crack down on terrorist networks.

The waiver is done "always with conditions," McCormack said.

"But what we're saying is that from this point on we will be watching Palestinian compliance very closely and using the standard of the things the president has asked of the Palestinians."

Bush signed the waiver memorandum amid growing questions about whether his administration will continue any kind of relations with Palestinian leader Yasser Arafat.

Over the weekend, Rep. Henry Hyde, chairman of the House International Relations Committee, said it would not be helpful for Bush to deny Palestinians the waiver at this time and, in effect, brand them terrorists.

"I think, when we're trying to get people together to negotiate on the terms of a lasting cease-fire, as well as a comprehensive settlement, to be calling each other names, even if they're accurate names, is not psychologically helpful," Hyde, R-Ill., said on CNN on Sunday.

"So I think, if that could be deferred or avoided, it doesn't mean that you're surrendering to terrorists or mollifying them, but it means you understand the realities of how to get from here to there."

And I was thinking the CNN TV report might not have been true.

One part is a little false, the part about the PLO being able to keep it's DC digs. I read that just a couple days ago, they were evicted for being multiple months behind in paying rent. The PLO said it had to be because of anti-Arab predjudice, since, after all, they have been plenty behind in rent before and not been evicted. I guess that now we are giving them this new round of "humanitarian aid," they should be able to sell the U.S. provided food in the souk (what they don't give to their terrorist soldiers), and take the profits to pay for a new rented office in DC.

Friends, its great to be here. There's another place I post with Europeans around, and you have to be SO careful what you say.

Ah, did you forget you get dice modifiers: +40 for multiple media distortions, +30 additional funding from the bankers guild, +10 for disabled countrymen, AND +3 for general welfare pograms... (Therefore you obviously rolled a 12 and can successfully disbelieve!)
