I would thing that this would be covered by free speech, but he would be in trouble for littering.
I think it would be free speech if he did it anywhere else. But I think if you make a model of someone and go stand in front of their office with an axe and behead it, one could interpret that as just a little threatening.
An effective way of communicating your feelings! - but arrestable IMHO.
