The "Open End" of this bill is that there isn't a definition of explosives.

For shipping purposes, all amunition, gun powder, primers and caps (yes, for your kid's cap gun) are class C explosives. For the point of sale or the end user, they are not classed.

Yes, I can see this as a dangerous bill and could be totally inclusive of all the above materials. This is Ted Kennedy's type of handy work. He seems to be a mentor for the Left Wing wackos.

Remember, these guys are Lawyers and know exactly what they are writing into a Bill.
