How about when it's used to detect political dissent? Monitors could spam polical speech/propaganda in select public locations and the cameras would scan people for signs of dissent. Then the Political Crimes Prevention Unit would pick-up the pre-criminal and subject him to some 'crime prevention program', like, say forced viewing of CNN. His crime prevention program would continue until he no longer showed signs of dissent.

That is already happening in the some of the major cities where they have put cameras in public places.
