Ah, but we must be understanding, and try to "ameliorate" the effects of cocaine use during pregnancy:

Dear Doctor: It's too late. These children have already been permanently stigmatized by their mothers.

Yup. One incident should warrant confinement until the child is born...and then, sterilization of the mother!
