HONG KONG -- In 1999, the highest court here ruled that thousands of China-born children could continue to live in the territory with their parents. The decision, in defiance of Beijing's wishes, symbolized the hopes of many that Hong Kong would stand up for the freedoms it had been promised after its return to Chinese rule.

This draconian approach scars the rule of law, and casts doubt on the "one country, two systems" concept under which Hong Kong is supposed to be run separately from the rest of China.Anybody who believed this fiction would last for long is an imbecile.

The concept of "One Country, Two Systems" has evolved since Hong Kong was returned to China. The Hong Kong government will turn to Beijing for decisions related to foreign policy, immigration, and national security. The is the "One Country" part of the equation. Hong Kong was much more press freedom, political activism, and freedom of movement than the Mainland. This is the "Two Systems" part.
