I was thinking the same thing. However, when reading the bill I noticed that 6 members of the Committee shall be members of the Senate, to be appointed by the Senate Majority Leader, who may appoint himself a member of the committee as well.

Same with the 6 commission members from the House of Reps, to be appointed by the Speaker, who may appoint himself a member as well.

Nice bone there.

Doubt it'll be enough to get a bill as intelligent as this one passed.
