Yep! Exactly right! And it happens in the U.S. Congress, and at every level of government. Actually, calling a budget increase that is less than the Demos wanted a cut is an outright lie....and the sole purpose is to scare the public into giving them even more money to waste.

He understands that an increase is NOT a cut.
He also understands that money does NOT buy excellence.
Heck, even The Oregonian wrote a nice editorial about his ideas.
