You forgot one important thing: whether you could afford to have a gun would depend on your insurance company. Act like a fool, lose your gun, shoot some guy by mistake, and watch your gun insurance go up to $10,000/yr as you accumulate points on your license.

Well, at least the government wouldn't decide, and if you were willing to pay through the nose, you could keep your gun. It would certainly give you an incentive to be careful.
