Jiminy RISU, giving Latvians a bad name again! You don't have to approve of it. But it is the reality of places like Noho and P-town. Would I raise my kids there? No, but I also would not raise them in the cities where I go to see theatre and opera. Get the skanky Russian hookers out of the hotels in Riga before you try to clean up Noho. Besides, Noho also keeps that whole folk music thing mostly in one place. You would not want THAT to spread.
