"Emotional bullying" (or any other type) won't be stopped by the school until it stops in the workplace, home, laundry, country club, church or anywhere else people congregate. Your argument doesn’t wash, These are all places you “congregate” by choice. You can leave if you want. A kid can’t leave if he wants. So, you congregate at work by choice, do you? You can leave if you want? We all must deal with the rest of humanity through the course of daily life and with that comes the inherant human trait of vying for social standing. Some people bring themselves up by tearing others down, some don't have to.
